Taxi meters in Ao Nang ?

I see a few cabs driving(with Krabi plates) in and around Ao Nang these last days any idea if there is a new taximeter service in the area or

just a Phuket style scam ?

there has been one around for years,normally parked up around klong jilad,seems to be a couple more this year maybe 3or 4.
