No white paper to be published on Ratchapakdi Park investigation

BANGKOK, 4 January 2016 (NNT) - The Ministry of Defense has said there is no need to produce a white paper on the investigation into Ratchapakdi Park, because an investigative panel has already produced a report on the matter.


Permanent Secretary of Defense Gen Preecha Chan-o-cha explained that once the panel announces the results of the investigation, the distribution of a white paper or an authoritative report will be redundant.

Gen Preecha added that the Office of the Auditor General of Thailand is responsible for conducting a parallel investigation into the park, so there is no need to forward the panel's report to them. He said that the investigation is not intended to lay blame, but to assure Defense Minister Gen Udomdej Sitabutr of the project's fair practices.

Deputy Permanent Secretary of Defense Gen Chaichan Changmongkol said the ministry has already received the panel's report, and welcomes any other organization with legal jurisdiction to review their findings.

We were caught with our pants down.

The little and medium fish were given a heads up and fled the country, the big fish have already been cleared because they are 'good people'.

We are now white washing this and sweeping it under the carpet, and if you dare to question this you get arrested.

Let's put a fine point on this. Finding and reducing corruption is not a priority for the military. Those poor souls who thought otherwise should recalibrate in the face of clear evidence.

The alternate explanation is that the bogeyman in Dubai has orchestrated the whole mess, aided and abetted by foreign powers. Yep, that must be it.

It's a smear campaign ordered by the devil in Dubai. Just like the protests against the Koh Tao conviction in Burma...

In actuality I think Thaksin is smart enough to know he doesn't really need to do anything really. His enemies are doing a fine job of discrediting themselves with no input from him.

It's a matter of National Regime Security, so it makes perfect sense to classify this investigation as Top Secret.

Just a convenient bogeyman for the junta and it's fanboys to blame for all it's cock-ups. If it wasn't him it'd be some other ex ELECTED official. It's a way of trying to discredit true democracy and replace it with their version.

That wasn't article 44 implemented for JUST this kind of situation? You know, it cuts through all the red tape. Why didn't the PM allow its use in this case and show that no one is safe from his 'anti corruption' pledge, even those in the army?

I guess those poor people encroaching on a bit of land deserve it more.

My opinion in respect of this debacle is very, very simple.....

Article 44, Article 112...not knowing them all, computer crime, sedition, abuse to a dog, eating with mouth open, breathing whilst being poor. Etc,etc,etc.

Hey 300.000 Baht (what the amulet trader has allegedly siphoned off) are peanuts for the people staying on the top of the pyramid.

Why they do not make a clear and transparent cut, I really do not understand that.

And if there are a few low ranked people that have made there pockets full, why not show them the red card?

The credibility depends often on small tiny things.

They have set out to bring the country forward, and allow, that so little shit stuck on there shoes?

BANGKOK: -- THE Defence Ministry panel looking into the Rajabhakti Park scandal says it has no plans to release its investigation results to the public.

Nor will it submit the results to the Office of the Auditor-General (OAG), which is also investigating alleged corruption.

"We have checked all facts about the Rajabhakti Park project. It's not about nailing down culprits," the ministry's permanent secretary General Preecha Chan-o-cha said yesterday.

He explained that his ministry had already provided all relevant information on the project, except identifying culprits. That would be the duty of other related agencies.

The Defence Ministry set up the fact-finding panel late last year, after the park project became mired in corruption allegations. The park is located on land owned by the Army in Hua Hin.

At the centre of the scandal is Deputy Defence Minister General Udomdej Sitabutr, who was Army chief when the park, which features giant statues of seven former Thai kings, was being built.

Preecha said yesterday he personally believed that Udomdej had nothing to do with the corruption.

"But I am not sure about others who have taken part in the project," he said.
