On 19 September this year my current visa expires and as usual, I intend to re-activate this visa in order to obtain a further and remaining 90 days which will bring me up to beginning December.

In October, I will be travelling to Cape Town for a wedding and returning the same month.

My question is, and I believe I may know the answer is (1) am I able to apply for a exit re-entry permit and on my return to Bangkok use up the remaining days, i.e. till the beginning of December or, (2) would I need to apply for a new non-imm O visa before I travel to SA. I believe the latter to be correct.

A bit confusing as to what you actually have.

If you obtain a Re Entry Permit prior to traveling to Cape Town you will get a permision to stay until December

when you return.

I was given to understand that you could only apply for an exit-re-entry permit if you were on a retirement extension.

I have a multiple non-immigrant O visa (married to a Thai).

If an exit-re-entry permit doesn't apply to this type of visa I am currently on, could I apply for a new visa before my visa expires in Sept. i.e. not use a further 90 days?

A re-entry permit keeps your current permission/extension of stay alive. Not just for those on retirement extensions.

Visas are only issued at embassies or consulates outside of Thailand. If you have a valid multi-entry visa, you could just use it to re-enter Thailand before it expires. If you have an extension of stay based on marriage (not a visa), you'll need a re-entry permit and you could apply for a renewal of the extension at immigrations 30 to 45 days before it expires.

Not sure exactly what you have or what it is you want to do.
