Taiwan quake: Developer arrested in collapsed building probe

TAIPEI: -- Three people have been detained by the authorities in Taiwan on suspicion of negligent homicide. It’s part of an investigation into the collapse of a 17-story apartment complex in the city of Tainan which was destroyed during an “earthquake“ at the weekend killing at least 39 people.

The developer and two of his management team are being held after questions were raised about the building’s construction quality. Close inspection of the rubble has revealed the presence of polystyrene in supporting beams, mixed in with concrete.

The Golden Dragon building, completed in 1994 was the only major high-rise building in the city of Tainan to have completely collapsed. It’s lower stories, filled with arcades of shops, pancaked on top of each other before the entire U-shaped complex toppled i

Even though the developer and his senior management staff can be held ultimately the responsible persons and suffer very large legal claims the person who is criminally responsible and subject to manslaughter charges is the contractor. I am sure he is probably in Chile or Ecuador by now.
