Transfering Minimum Amount To Thailand For Property Purchase

Normally this wouldn't be an issue but since property prices have fallen recently ...

When purchasing a condominium in Foreign title holding, the foreign purchaser must bring in 100% of the funds from overseas in a foreign currency and will need a Foreign Exchange Transaction Form (FETF) from a Thai bank.

It looks like the minimum amount for an FETF is $50000 (according to the sticky topic in this forum). But if the condo is just $30000 (e.g. a Park Lane one bedroom in Jomtien ...), will the foreign purchaser still have to transfer $50000?
