How much of this fertilizer to use

Hello,

I bought these little pouches of colored tiny fertilizer balls at Chatuchak. Can anyone recommend how much to use, say, per liter of water? And how often? The sellers told me different things. I have flowering/fruit trees and vegetables on balcony.

There's also fertilizer pellets that you place on top of the soil. How does this compare with the type you mix with water?
