Recent Police Promotions Draw Ire

Thirty-one police officers were promoted from the rank of colonel to brigadier general last week, according to a Royal decree signed by King Norodom Sihamoni last Monday.

While neither Interior Ministry spokesman Khieu Sopheak nor National Police spokesman Kiet Chantharith could be reached for comment yesterday, San Chey, the executive director of the Affiliated Network for Social Accountability, said the promotions were not in the interest of the Cambodian people.

“Appointments and promotions are not strange for our people,” Mr. Chey said. “It is just inflation,” he added, saying that many police officers are promoted each year regardless of their quality of work.

Mr. Chey also said the government should do more to improve police effectiveness to insure the security and safety of Cambodian society rather than simply promoting officers.
