National strategy drafter explains need for 20 year plan

BANGKOK, 3 June 2016 (NNT) – The committee for drafting national reform strategies has affirmed the Kingdom is in need of a national level plan to ensure consistency in its administration.


Chairman of the drafting committee Gen Chusak Meksuwan recently stated in a speech titled “The 20 Year Strategy of the Gen Prayuth Chan-ocha Government” given to sociology students of Rajabhat Nakhon Si Thammarat University that in the past, Thailand has been affected by a lack of administrative consistency.

He asserted that by having a long term national strategy, the Kingdom can ensure that reforms to its agencies and budget will be maintained, mentioning that the Prime Minister has emphasized such a strategy must adhere to international standards and be based on lessons from other nations. He let on the premier also wants public participation in drafting the plan and for widespread understanding of its contents.

The draft constitution stipulates that such a strategy must be set and that the Senate will be empowered to keep future governments in line with the plan. During the first 5 years of the new charter, a separate body is to be established to follow up on the strategies execution.

While acknowledging challenges that persist in the country, such as inequality, labor shortages and natural resource limitations, Gen Chusak stated that by utilizing His Majesty the King’s Sufficiency Economy Philosophy, the nation will be able to achieve the goals of its strategy.

I agree, Thailand needs to adopt sensible long-term strategies, and see them through instead of abandoning them for short=term political expediency.

Thaksin deserves blame inter-alia for the current state of ffairs because he repeatedly employed incompetent dullards because of their connections and past favours rather than their effectiveness.

But none of this means that Prayuth will be entitled to stay in power for longer, as he will attept to do by putting up his sock-puppets to run the ideas up the flagpole.

He is still treasonous and illegitimate and should still be ousted and face serious justice.

This is the exact reason that the water shortage has occurred, there is no 25 / 50 year planning, to be able to predict the future you need to do a proper census , demographics change every decade , new schools need to be built, hospitals need relocating ,highways etc, the population is always moving, the census is a good tool to figure out these population movements , good strategists can track changes and make the sensible recommendations, unless you know where you've been, you won't have a clue where your are going...............................................coffee1.gif .

This is the exact reason that the water shortage has occurred, there is no 25 / 50 year planning, to be able to predict the future you need to do a proper census , demographics change every decade , new schools need to be built, hospitals need relocating ,highways etc, the population is always moving, the census is a good tool to figure out these population movements , good strategists can track changes and make the sensible recommendations, unless you know where you've been, you won't have a clue where your are going...............................................coffee1.gif .

Good comment. Unfortunately it would be impossible to be translated it into Thai. Even if the words existed, the concepts would be totally confusing.

Is this a sub-committee one of the "Five Rivers" (maybe the NRSA?), or is it a Sixth River?

So hard to keep track of all the "Rivers", assemblies, committees, councils, organizations and "steering assemblies".

The draft constitution stipulates that such a strategy must be set and that the Senate will be empowered to keep future governments in line with the plan.

"Appointed" Senate, made up of "Good People", lording over any future "governments".

During the first 5 years of the new charter, a separate body is to be established to follow up on the strategies execution.

Another "body"? LIke there aren't enough already.

another challenge is a succession of inept governments with unqualified oafs appointed to be ministers, who will faithfully, diligently and expertly execute, adjust and oversee such a 20 year plan..., maybe with the right amulet, who knows... thumbsup.gif

There is a (very) slight chance the people of Thailand might get a say in how this is going to pan out, maybe by somehow overturning one or more of the various restrictions and controlled institutions currently being put in place to ensure this will not be the case. Another body is required to add an extra layer of security to prevent this. This is called "the strategies".

This article, imho, has nothing to do with any plan, 20 years or otherwise. It has lots to do will selling the idea that the current incompetent and destructive government should stay on to design and see such a plan through.

Fortunately I think the Thai people are already seeing through this lot and are unlikely to swallow more nonsense from them.

If you wanted a national plan, you wouldn't want Laurel and Hardy to be in charge. Or Prayuth and Prawit.

These "plans" were a big thing of the communist USSR.

We all know how well it has worked for them.

I can, however, see how the man currently running this country would take inspiration from them, communist aspects put aside there are resemblances between him and a Brejnev...

Side note: I've always been troubled by the fact that despite their display hatred for communism, there are many aspects of the Thai society that would fit a communist society e.g. selling the same products at the same price everywhere, avoiding competition and free trade at all costs.

"Hubs" seem to be the flavour of the month. So why not establish a Hub that will review the multiplicity of existing plans whether they be from 1 -20 year plans. In fact some plans might have even expired but the administration is still in place keeping seat polishers gainfully employed forward planning for today or even yesterday.

It's easy to understand how someone can become unusually wealthy. Just get yourself, and all your family, a seat on ten or twelve of these committees, dip your oar in the "River", and scoop out 8 -12 million baht a year in salaries. Then "invest" in the SET, via insider trading, and voila. Can't see the "Good People" giving up their places at the trough to those pesky up-country reds ever again.

Time for a 50 year plan methinks.

Weekly strategy/reform/reconcialiation updates every Friday night, for the next 20 years. Check.

Let's do the math. 20 years plan and a coup every 5 years that will set back the plan for 5 years. In 20 years, we actually in the same spot. Idiots can't see the most important aspect for a country strategy to succeed - political stability.

A strategy developed by an elected government, and subject to change by another elected government? YES

A strategy developed by a Junta? NO

It's as simple as that.

P.S. The whole "20 year plan" thing is authoritarian/communist central party crap.
