BANGKOK, 10 June 2016 (NNT) – The Election Commission (EC) has expressed assurance that its production of ballots for the public referendum on the draft charter will be untainted with plans to open bidding for their printing next week.


EC member Somchai Srisuthiyakorn made known that bidding to print the nation’s 53 million public referendum ballots will soon take place as 16 printing houses have already requested details for the job.

The commission has scheduled June 15 as the start of the bidding process and will hold 2 sequential bids to decide which house is awarded the contract. The decision will be based on the price of the job as well as the house’s timetable for completion. The winner of the bid will be required to print all of the ballots by the end of June for distribution across the nation.

On concerns of fraudulent ballots being mixed in with the supply, Somchai stated the EC is not worried as it has precautions in place. Each ballot will have a special serial number hidden on it to obstruct fabrications. The ballots will also be under 24 hour watch until they are used for the referendum.

They are saving some money on the printing by reducing the number of options on the ballot papers.

There will now be only one box voters can tick confirming that 100% are in favour. This is expected to save millions of Baht as less ink will be needed. A great cost saving idea on someone's part!

In line with comments on rail links may I ask:

Isn't there a need for a proper procedure to control the bidding, evaluation and allocation process? Shouldn't independent auditors audit the process. Check the requirements are not set to have only a specific printer being able to conform. Allow those bidders rejected to appeal.

Surely such democratic procedures and safeguards are required if only to avoid winnie having to spent nights without sleep wondering about a new name for uncle Kim.

Take your time, no-one will disrupt distribution of the ballots like Suthep and Co. did last time. Plenty of time.
