The expiration date for a re-entry permit is tied to your permission or extension of stay expiration.

Do you have an extension of stay?? Were you in the country on a visa entry when you got the re-entry permit?? If you have some sort of valid multi entry visa, you wouldn't have needed a re-entry permit.

So it seems if you return on the 13th you would need to first renew your annual extension (if that's what you have) or get an extension of the permission you had on a previous visa entry before getting a new re-entry permit. Any new re-entry permit would expire on the date your extension or permission expire.

A re-entry permit doesn't add time to whatever permission or extension you have.

With a re-entry permit valid until 13 July 2016 you are allowed to enter Thailand with it on that date.

On your your arrival in Thailand you will receive permission to stay until 13 Juy and if you get an extension of stay on the same day, if you qulify for it, you can get a new re-entry permit on the basis of your new, extended permission to stay.

OP I am a bit confused as to what you have. In a earlier topic you you posted here http://www.thaivisa.com/forum/topic/923807-retirement-visa/#entry10842869 the following,

"I will be arriving on a multi - entry visa,be it on the last day of validity ! Will I get 90 days ?"

​If you actually have an extension of stay you can enter on the last day that the re-entry permit permit for it ends but you would only have until midnight on that day to apply for a new extension.

I'm also confused.

You either have a multi entry Visa that was issued to you by a Thai Embassy Consulate from another Country, in which case you don't need, or were miss sold a re-entry permit.

OR

You have an extension of stay issued by a local Immigration office in Thailand, in which case a re-entry permit would be required.

Perhaps if you can clarify which one you hold, then you will obtain some less than confusing advice.
