Among them was the ultra-nationalist leader of the Russian football supporters’ association, Alexander Shprygin.UEFA has launched disciplinary proceedings against Russia’s football authorities after hooligans stormed England supporters in Marseille’s Velodrome Stadium following the final whistle last weekend. Usually ex-soldiers like to show their "manliness" after couple of drinks/or idea of defending of his fellows if some fight already has started, but I can't see anything leading to "organized regime planned inside attack from inside of fan seats". There is no reason for such "sanctioned by government" action, nor any gainable value. This animal-behavior of those who like to get a fight was a disappointment for everyone. It is only a short two years away so they must act soon. The 150-200 Russian hooligans are only a small drop in the bucket of what awaits football fans from all over the world when they arrive in Moscow. Can the safety of fans be reasonably expected? It is only a short two years away so they must act soon.
