Can this man get extension of tourist visa extension by going to mae sai border crossing

I know a man who is over 80 years old and has very little money. He is in 30 day extension of tourist visa and wants to get 7 days more to get money for air flight out of country. Can he do this? Thank you.

He can apply for a 7 day extension, pay the 1900 baht fee and be given 7 days to leave the country.

At any immigration office within Thailand if he is on a Tourist visa. Obviously if he plans to fly out it would be best to be near the closest immigration office where he plans to depart Thailand.

Recently I noticed a "no-visa runs" paper on the window of immigration (on the way out) at MaeSai.

That has been up for a long time now. You have to have a valid Thai visa for re-entry to the country to do a crossing there unless you have a visa for Myanmar.
