PYONGYANG, North Korea (AP) — North Korea's top diplomat for U.S. affairs told The Associated Press Thursday that Washington "crossed the red line" and effectively declared war by putting leader Kim Jong Un on its list of sanctioned individuals, and said a vicious showdown could erupt if the U.S. and South Korea hold annual war games as planned next month.

Han Song Ryol, director-general of the U.S. affairs department at the North's Foreign Ministry, said in an interview that recent U.S. actions have put the situation on the Korean Peninsula on a war footing.

The United States and South Korea regularly conduct joint military exercises south of the Demilitarized Zone, and Pyongyang typically responds to them with tough talk and threats of retaliation.

Han said North Korea believes the nature of the maneuvers has become openly aggressive because they reportedly now include training designed to prepare troops for the invasion of the North's capital and "decapitation strikes" aimed at killing its top leadership.

Han says designating Kim himself for sanctions was the final straw.

"The Obama administration went so far to have the impudence to challenge the supreme dignity of the DPRK in order to get rid of its unfavorable position during the political and military showdown with the DPRK," Han said, using the acronym for North Korea's official name, the Democratic People's Republic of Korea.

"The United States has crossed the red line in our showdown," he said. "We regard this thrice-cursed crime as a declaration of war."

Although North Korea had already been heavily sanctioned internationally for its nuclear weapons and long-range missile development programs, Washington's announcement on July 6 was the first time Kim Jong Un has been personally sanctioned.

Less than a week later, Pyongyang cut off its final official means of communications with Washington — known as the New York channel. Han said Pyongyang has made it clear that everything between the two must now be dealt with under "war law."

Kim and 10 others were put on the list of sanctioned individuals in connection with alleged human rights abuses, documented by the United Nations Human Rights Commission, that include a network of political prisons and harsh treatment of any kind of political dissent in the authoritarian state. U.S. State Department officials said the sanctions were intended in part to highlight those responsible for the abuses and to pressure lower-ranking officials to think twice before carrying them out.

Well is this not interesting. How can the political correct fix this? Will there be real war? Can this be the catalyst for war between China and America? Will China back North Korea?Would America go to combat with North Korea? So many unanswered questions I think.

Gee - the Chinese must be in need of a distraction (again) - as normally is the case when NK speaks. Wonder what's up down South - at any rate I am sure of one thing - It is George Bush's fault - I read it online - so it must be true.

Technicality, NKOREA is still in war with United Nation Countries, because no peace treaty was sign between the 2 belligerent in 1953

Thanks for that but I was aware they are technicaily still at war. What I was wondering will this bring real war back. If the sabre rattling was over and time for combat on the ground and air and sea. China is pushing for war so why not little brother.join in and help start it.

Are you seriously losing sleep over this? I honestly wish the western press would just ignore this guy. N. Korea is not going to do anything. They're just making noise to get economic aid. Give Dear Leader some crumbs and he'll happily shut up.

It isn't going to happen. Despite what you read, the DPRK is run by rational human beings who know the limitations of what they can and can't do.

Bear in mind they will also be putting the feelers out to see what they will be dealing with in the next American president, too. Don't lose any sleep over this.

If China was willing to go into NK and 'straighten out' that country I'd be willing to trade them the South China Sea. In any case enough western deaths have occurred for that part of the world already so no more please.

Quite. Just look at the success stories of Iraq and Afghanistan.

comparing apples with donkeys testicles. americans won both those wars but they fell down with the end game. south korea could absorb north korea, might be some hard times to begin but there would be a considerable net benefit to both countries and the world in general.

i sometimes wonder if america just keeps north korea ticking along to keep the general public distracted from domestic problems.

Their armed forces are still so weak that even with an EMP they wouldn't stand a chance. That said, they do have nuclear weapons. So I don't see why American troops are stationed there at all. In the face of a nuclear bomb, our troops aren't soldiers, they're potential hostages. China is the world's 2nd largest economy, Japan is the 3rd, and South Korea is also prosperous and well armed. They all have vital interests in keeping North Korea subdued. No need for the USA to be stationed there at all.

If the US wasn't there, a peninsula war would have happened many years ago.
