There is no way that 50 drones can be reliably flown out of sight in clouds by a bunch of Thai pilots simultaneously texting gicks, looking for Pokemons and doing low height flybys to impress the girlfriend.

Well,excuse me up and down the street for asking a serious question.I truly did not understand about the process of rain making.Sorry if you thought i was being facetious,i really wasnt.
