CDC to hand over amended draft charter to PM on Tuesday

BANGKOK: -- The amended draft Constitution will be submitted to Prime Minister Prayut Chan-ocha at the government House on Tuesday by the Constitution Drafting Committee.

 

CDC chairman Meechai will lead all his members in the official handover of the draft which was amended to correspond with the attached questions voted in approval in the August 7 referendum.

 

Meechai said that the draft had been fine-tuned and carefully checked to ensure its accuracy before it was to be submitted to the prime minister.

 

The next job for the CDC, said Mr Meechai, is to draft two charter-mandated bills – one regarding the Election Commission and the other regarding political parties.

What's the sudden rush? Hmm I wonder??? Now all they have to do is make it 'legit'. It's one thing in Thailand to have a project,program or a new business but for it to be respected sometimes it needs abracadabra magic applied to it. With that, you could say it has been dipped in the river Styx and will get some legal protection from those who wish to attack it. Of course, it may not actually get that blessing but so long as someone claims it has gotten it, the believers dance in the streets.

Catch 22, anyone ???

 

The CDC is finally handing over the amended draft charter to Prayut on Tuesday. They can then get on with the job of drafting the ten organic laws defined in Section 267, and the count-down to an election can finally begin (or so you might think).

 

Realistically, completing this task should only require the CDC to window-dress the Laws enacted in 2007, however they have been given two hundred and forty days from the date of promulgation of the Constitution.

 

The first four of these Laws are the most important with regards to the date of the election, as according to Section 268, election of members of the House of Representatives under this Constitution shall be held within one hundred and fifty days as from the date the organic laws under Section 267 (1), (2), (3) and (4) have come into force.

 

The four of these laws are:

  1. the Organic Act on Election of Members of the House of Representatives;
  2. the Organic Act on Acquisition of Members of the Senate;
  3. the Organic Act on the Election Commission;
  4. the Organic Act on Political Parties;

Now, Meechai says he expects bills (3) and (4) above will "...be completed and submitted to the NLA the day after the promulgation of the draft constitution...".

 

But, that's where Thailand is now caught in a Catch 22 !!!

 

Before we can start the count-down, (according to the preamble) Prayut is to present the Draft Constitution to the King for His signature. Thereafter it shall be promulgated as the Constitution of the Kingdom of Thailand, and the King has to issue a Royal Command for its enactment, to replace the Constitution of the Kingdom of Thailand (Interim), B.E.2557.

 

So, if we are to believe Deputy Prime Minister Wissanu Krea-ngam, the Constitution is to be promulgated next month (http://www.nationmultimedia.com/politics/Some-Article-44-edicts-could-become-law-30297169.html). However, we are also told the King has been advised by doctors to suspend all Royal functions (http://englishnews.thaipbs.or.th/king-advised-doctors-suspend-royal-functions/) !!!

Roadmap to Democracy is actually folded 215 times, so this is just the 3rd or 4th "reveal".

 

On the plus side, no bar closures/alcohol bans in the foreseeable future.

Great observation. My guess was that it would go in now and still get the expected sign off...amazingly.
