Why is the Ratchayothin overpass closed during traffic hour?

Why is the Ratchada overpass over Paholyothin closed at 7:30 PM on a Tuesday? Anyone have any clues? There's no construction being done on it as far as I'm aware, and I just sat in a taxi for 40 minutes to go 1.3 kilometers. (Edited by author to remove expletive)
