Non-O extension

Friend staying in Kalisin province needs to extend 90 day Non-O but would be easier to go to Khon Kaen than Kalisin city to get it done. Is this possible or must it be done in the province where his wife's house is registered , ie: Kalsin?

The designated immigration office for Kalasin is Sakon Nakhon. That is where he would have to go to for the extension of stay.
