The evidence against him was overwhelming. When he ran his Atlantic City casinos into the ground, he managed to get them to pay for lots of his personal debts. He also had them buy from other Trump enterprises at inflated prices. He threatened to sue a financial analysis company if they didn't fire a journalist who was telling the truth about the Atlantic City disaster he was heading. The list goes on and on. His only unique merit seems to be that Trump trusts him. That's not necessarily saying anything much about his character or qualifications, but just a fact. Leaders often keep some trusted advisors around, or appoint them for certain posts. If that was the argument, it would have made more sense than trying to praise Kushner's qualities. Being a real estate developer, even a rich one - does not necessarily make someone into a qualified advisor on political matters. Whether Kushner's ownership of the New York Observer was/is indicative of his supposed media prowess is questionable. Again, I'm not making the case that he's your average Joe - just that he doesn't have anything particularly impressive to offer with regard to the issues he will be advising Trump about. There's practically no qualifications required as such - a garbage collector or Walmart Greeter could qualify for the position so long as Trump trusts that person's opinions. Trump has shown he trusts fake and unverified news sources. He seems to disdain people who operate from fact so Kushner is actually an improvement in providing Trump feedback.
