Turning provincial governors into professional managers

BANGKOK: -- Deputy Prime Minister and economics tsar Somkid Jatusripitak has proposed changing the selection process for provincial governors to ensure candidates are professional managers.

 

However, the current selection system has been in place for decades and any mooted change will inevitably be met with resistance. 

 

At present, provincial governors are appointed from within the ranks of Interior Ministry administrators, with candidates judged on seniority and capability. All have climbed the long ministry ladder of civil service, serving in a variety of positions. Bureaucratic traditions within the Interior Ministry reach back more than 120 years ago and are among the strongest of any state agency.

''Judged on capability''..Laughable.     Most of them are pretty good on the Golf Course playing with all the other tossers that were put in high positions because of who they know....not what they know !

Thais LOVE these MBA type punchy one-liners particularly if they are expressed in English for some reason. They encapsulate the "all form and no substance" style here.

 

The truth is every public sector political structure remains a pyramidal shape held together by nepotistic and patron-client obligations, with a strictly top-down decision-making process, opaque, highly resistant to any outside scrutiny, accountable to no-one, working for its own aims, desperate to avoid any sort of auditing or quantifiable measure of its effectiveness and often as much use to greater society as a leech is to its host.

Yes folks its 2017 and this is finally happening. Goodness where have the years gone without professional management.
