It's the person who's exposing it and tarnishing Thailand's good name. Maybe a defemation suit to be filed against the Japanese hotel and police. Oh, that's right. You can only file them there when it's a lie.

The circumstances and setting were marginally different, though. If you think I'm speaking in riddles, google "'Allo 'Allo".
