And then have to sort out the mess. Thailand may benefit but for the US it would just be a costly ongoing liability.

First, spectography is 50 years away until Thai science invents it and secondly the conclusion would be from a big oil can, container or drum.

More buoyant due to lower specific density I think you will find. 

Punch holes in the tanks' sides and let the oil run out onto the troubled waters hereabouts.
