PM appoints super board to oversee all procurement projects

BANGKOK: -- Prime Minister Prayut Chan-ocha has used his special powers under Section 44 of the interim constitution to set up a “super board” to oversee the procurement projects of all state agencies.

 

The “super board” is empowered to regulate, direct, speed up and inspect the procurement projects of state agencies, starting from the planning stage to the expiration of the procurement contract to make sure that the processes are in compliance with the procurement standards set and well within the legal framework.

 

The super board is made up of the director of Budget Bureau, secretary-general of the Council of State, the attorney-general, director of office of state enterprise policy committee and three resource persons appointed by the prime minister with the consent of the cabinet and director-general of the Comptroller Department.

Seems like the PM is starting to see how difficult it must be for civilian Governments to get things done, without far reaching powers like section 44. 

 

Lets hope all these mega projects they seem desperate to push through are being done for the correct reasons.

When you read about the appointment of this new oversight committee in conjunction with the total replacement of the board of the SRT, then I see some credibility in these endeavors. The spotlight will now be on the performance of SRT with particular regard to the last 3 years where SRT has been mired in to-and-fro negotiations with overseas investors, notably the Chinese, when it came to the much needed investment in Thailand's railways.

 

The focus should be on improving nationwide freight transportation to better serve Thailand's eminently favorable position as the  only centrally located ASEAN partner with land borders four other ASEAN countries and the basic infrastructure in place to build upon. Another upside of boosting rail freight is getting trucks off the roads which can only contribute to less road traffic accidents. The talk of high speed bullet trains for passengers is a terribly wasteful distraction but I do consider that Bangkok does need to an alternative urban passenger train network to either dovetail with the existing mass transit systems or a commitment to expand these existing mass transit systems to match the expansion of the city.

 

SRT are under the gun now and I would imagine that the whole board at THAI will now be having a bit of an arsepucker

Aren't a significant proportion of the board at THAI serving or retired Air Force officers?

I don't imagine that they are too worried.

If the superboard is made up of ''honest'' individuals with experience in preparing purchase contracts, bid  / performance bonds, letters of credit, know or can get history / background /experience of anyone submitting a bid, who their agent (1) is, inspect manufactoring facilities, etc and follow international standards, a majority of the public funds wasted or stolen now, could be used to benifit the population of Thailand.

It will be easy to make a long list of people/families who would not qualify, but finding those who do may be the hard part. Hope the RTP come under the scrunity of such a group as well as all the ministries.

I very much admire your optimism..........here in LOS realility is somewhat different :sad:

New guns military and police? check

More soldiers? check 

New patrol boats? already done.

Trains to nowhere? check

Raises for politicians? check

Prawit 2 to Hawaii? check

Gagging and licensing the media? check

Cleaning up tourist sites bringing them up to a family grade? Still raiding

 

30 baht card? trying to cancel

Pension increases? under consideration committee set up

Minimum wage increase? spotty

Police force education upgrade fund? waste of money

Corruption update? committee set up to study further. We seem to be holding our own.

The rules and procedures for public sector procurement are already in existence.

 

This body is not there "to rush things through" but to ensure compliance with those rules and procedures, and to ensure projects aren't held up for the wrong reasons, delayed due to inept, ineffective actions or not following the rules.

 

Now, whether it will be successful and effective is another matter. We shall see.

You omitted the already bought-and-paid-for Isaan rice farmers. That's one thing the junta seems to have picked up from the heady days of the Thaksin dynasty.

The best way to bring honest competitive government procurement is to provide complete accurate and timely transparency of all requests for proposals, requests for services and procurement of materials. This can be accomplished very easily, since it has been done and run successfully by numerous western government authorities for many years.

 

1. Qualify all vendors. Post on the internet all qualified vendors, including their contact info, and their qualifications.  All vendors need business insurance, etc.

2. Post on the internet, for all public to see all procurement projects over x baht, for a period of not less than 30 days. Identify the decision criteria, and weighting for each criteria, as to how the winning vendor will be selected. 

3. Qualified vendors submit sealed bids by the close date. Bids must identify all sub-contracts, and origin of materials.

4. Post on internet all bidders for a procurement who's bid was accepted and qualified.

5. Post on the internet, for all to see, the name of the winning vendor for each and every procurement.
