If I wanted black women, I would head to the Dominican Republic. They are very nice and civilized there and never seem to have any diseases. Not so sure about the ethnic Africans.

Presumably he was speaking as an experienced consumer.  Based on rumours (of course, and that goes for all of us), I would have thought he was largely correct, in tourist areas of LOS, at least.
