"lauded for its effort to fight graft"? The word GRAFT is an English word that means to work hard, so it is corrupt to expect Thai people to work hard according to the Government.

I never talk about the "c" word and envelopes because I live here and wish to continue to. 

When my wife purchased a second small plot of land last month, no envelope was asked for. The first plot of land purchase required a meaningful donation to "facilitate" the purchase. That was 3 years ago. Maybe things at ground level are improving. I am not privy to anyone above the local farmers. Maybe things really are improving because the farmers I talk to are wary but so far relaxed about the current regime as compared to previous regimes. Anyway, here's hoping.
