If I got the figures from the OP right, there are 22 airlines registered in Thailand. Six of them, ie 37% of the total, currently have an Air Operation Certificate from the Civil Aviation Authority of Thailand.

 

I takes little to satisfy the Prime Minister, doesn't it?
