Cambodia fails US trafficking report

Despite making significant efforts, the United States has again placed Cambodia on the second tier of its human trafficking report, meaning the country is still failing to meet standards to eliminate the problem. This year’s State Department report says the government was allowed to remain on the tier because it demonstrated increasing efforts to tackle the issue.

However, Cambodia still did not meet minimum standards in several key areas. The report alleged that despite endemic corruption contributing to trafficking in many sectors and among the most vulnerable people, the government did not sufficiently investigate, prosecute, or convict any complicit officials.

It also said that courts continued to conclude sex trafficking cases with monetary settlements in lieu of prison sentences, while the government did not issue formal guidance allowing the use of undercover investigative techniques in anti-trafficking operations. The statement called on Cambodia to vigorously investigate and prosecute trafficking offences and to convict and stringently sentence labour and sex traffickers including complicit officials.

Isn't Thailand on tier two?

Yes and no.

Thailand is on Tier 2 Watch List which is between Tier 2 and Tier 3.

Cambodia was upgraded in 2016 from Tier 2 Watch List to Tier 2.

So Cambodia is currently rated better than Thailand.
