Hello I am a medically retired still fairly young US Marine veteran. I live mostly off my disability payments monthly and due the the veterans affairs having issues and me not having proper savings of my own I ran into being on overstay. 

 

I would kindly ask for some input please as I'm supposed to start school in Bangkok with my GI Bill end of August. I know I obviously have to fix my overstay issue before I can get my student visa through the school but in all honesty what is the chances once I have the funds (which will be when I'm at 60 days Overstay) they will allow me to get another 60 day visa to do my schooling? 

 

Or is it more likely once I pay the fine they will simply tell me to leave? I've heard various things could happen but as long as I'm not 11 months overstay I should be allowed to pay the fine and get another 60 day visa, is this true?

You will have to leave the country and pay a overstay fine of 20,000 baht at departure immigration. Best to do it at an airport.

You should normally have no problem getting a tourist visa after doing that.

If you overstayed for more than 90 days but less than a year you would be banned from reentering the country for a year.

You should get paperwork from the school which will allow you to apply for a Non-ED visa at a Thai Consulate in a nearby country.  The visa is good for 90-days, and can be extended thereafter for a year.  Hopefully, you can get that visa before returning to Thailand. 

 

Flying out of the country is the best way to handle paying the overstay - follow UJ's advice above on that.  But be aware you cannot fly to Laos with an overstay.  Your best choice may be to fly to Penang, Malaysia. 

 

I would suggest you return to Thailand overland.  Once in the country, you can take either bus or take domestic-air to Bangkok.  This is because Airport Immigration on entry is generally not friendly - and your overstay would only compound this.  

If your paperwork for school is not ready when you leave, and you need to return on a Tourist Visa (vs a Non-ED Visa), it is even more critical to re-enter Thailand by a land-crossing, to be assured of not being rejected on-entry.

 

Be sure to have 20K Baht worth of Cash or Travelers Checks on your person to show immigration when you enter Thailand with any type of Visa.

Pedang Besar by Train is how I would do it - but they have been recently reported as asking to see 20K Baht in cash to enter.  That has been the case in Sadao for awhile, now.  I am not sure about the other crossings.  If he has the cash to show plus a Tourist Visa, there are no reports I know of which indicate he would have a problem returning.
