webfact
Red flag warning at Nopparat Tara beach in Krabi By Thai PBS KRABI: -- Nopparat Thara-Phi Phi Island National Park rangers of Krabi province have flown red flags along the 3-kilimetre Nopparat Thara beach warning tourists not to go into the sea for their safety as heavy weather is still on. Warning by the park rangers came after tourists still ignore the flag warning system and go into the sea swimming and tourist boat operators still sailing into the sea. National park chief Woraphit Lomlim said he has ordered park rangers at all tourist spots to advise tourists to swim only in fixed areas for their safety. They are advised to wear their life guards if they go into the sea. aonangkrabi
The warning comes a little bit late; the highwaves were there two and three days ago. Now the winds are light and the significant wave height is 0.5 m. The picture is from windy.com a more reliable source than TMD in my opinion. I heard they don't go to fly the red flags in bad weather because they get blown away.
impulse
A little bit of writing on or near the flags couldn't hurt. Preferably in 3 or 4 languages. Even better would be a chiseled life guard or Pamela Anderson lookalike to make sure. Where I come from, a red flag means the bait shop is out of live shrimp. White flag means "have" or "hab" in the local lexicon.

As they must be licensed, the authorities can exert a lot of pressure on boat owners to prevent endangering tourists. Suspend a license when red flag conditions are ignored. If injury or loss of life results, withdraw license with heavy fines, possible criminal prosecution. Stop treating tourist boat operators like carnival ride operators. Sumarianson
They still charge tourists 400Baht just to land on the beach. 40B or nothing for Thais. Disgraceful. Never seen such a scam in my life.
