I hope this is a simple query. I have lived in the same condo room for a few years now and this weekend I will be shifting to another room in the same building of the complex. Am I required to submit a TM 28 within 24 hours or can I notify my change on my next 90 day report due in November.

It depends upon the office you report to.

Some offices will want a TM30 form from your landlord to be filed instead of TM28 form.

I was reporting at Ratburana but I read that service is ending. I will be doing my extension of stay and probably a multi re-entry permit late in September, I will check with the apartment owner tonight about the TM30. Thanks Joe

Chaeng Wattana immigration does not ask for TM30 forms.

You could do a TM28 when you do your next 90 day report.

10 days ago I moved to Bangkok from another province to take up residence here. I informed my new House-Master and he filed a TM 30 ("Notification of House-Master...where alien has stayed") within the required 24 hours. However this permanent move meant that my subsequent 90-day reports and my next "Non-O Visa with Extension Based On Marriage" must be done in Immigration Area #1 Office, Chang Wattana, Bangkok. Such a move requires the submission of TM 28 ("Form for Alien to Notify Their Change Of Address or Their Stay In The Province Of Over 24 Hours")

Today I went to Chang Wattana to make my 90-day report (TM 47) and submitted TM 28.  It was pointed out to me that, on the bottom of TM 28 it said that
     "Your local police station must be notified of any change of address within 24 hours"
     and
      "A stay in another of over (sic) 24 hours must be reported within 48 hours of arrival in that place."
I was told that I had broken the law and would be fined 2000 baht.
I supplied evidence of the TM 30 and was told that was not acceptable. I should have filed a TM 28.
I asked why both the House Master and The Alien must file separate reports to the same Chang Wattana Immigration Office on the same day, containing identical information. No answer was given.
The fine increases from 2000 baht to 4000 baht if arrested for the offence. As the Immigration Officer is an officer in the Royal Thai Police, an organisation with powers of arrest, I paid rather than explore the alternative. 

The advice that I have is to submit TM 28 which shows an arrival date to your new permanent residence within the last 24 hours. If you are required to show proof of address to support your TM 28, such as a TM 30 or a Tabeean Baan, then logically they must also be less than 24 hours old.

Does anyone have experience in submitting a TM 28 to a "local police station" in Bangkok?

I have never seen any reports of Chaeng Wattana immigration wanting all the you wrote about. Perhaps because you moved in from another province.

The OP has already been reporting and getting extensions at CW.
