A multi entry tourist visa is not designed for people who want to live in Thailand continuously. It is designed for tourists who want use Thailand as their base whilst travelling around SE Asia or even beyond. Possible itinerary could be week in Thailand ,few days in Cambodia then return to Thailand for a while then off to Singapore for some days . back to Thailand then on to ....you get the picture. Your understanding is incorrect. You had a multiple entry visa with each entry of UP TO 60 days. As many entries as you liked BUT the last one must have been taken before 12 May. As already pointed out if you had made an entry on 11 May then you would have been granted 60 days ,which could have been extended by a further 30 days. Why you were not offered visa exempt I do not know, did you actually ask for visa exempt when visa entry was rightfully refused? Possible attitude/body language did not go down well.
