If you want the full 12 months extension you need >12 months validity left. The rule is they will only issue your extension up to the expiry date of your PP. Once you get your new PP you need to do a new extension. Better organise your new PP in plenty of time.

Many modern shower units have them built-in (they might be called RCCB or ELCB, same thing) there should be a "Test" button. Otherwise look at the breaker which feeds the heater or your incoming main breaker.

The easy way to tell an RCD/RCBO is the presence of a "Test" button, no button = no RCD/RCBO.

Your arc welder works at 50-60V and 100A or so. It's pretty bright and hot. It's also current limited and easy to disconnect. Imagine an arc capable of a few kA at 400V with no current limit and no means of disconnection! That will blind, cause severe burns and even kill unless the correct PPE is in use.
