You'll have to look at the context to see which one someone is referring to. In this case, the poster is clearly referring to the towns named Pattaya, Jomtien, and Nakhklua, and not the municipality Pattaya. Don't worry, it's a mistake many people make.

That company's business hinges on people being willing to do this, so pardon me if I don't believe that what they're saying in a disguised ad will hold up in a court in countries such as Thailand, or that their system of asking for a receipt completely erases the risk of receiving things that have been tampered with. Not saying that the risk is particularly high if going through a company like this, but for some random guy on an internet forum? Forget about it. Not worth the risk, in both cases.
