The way things are in Thailand.
'The Elite', government, business etc can gorge on tax/public money.
For very many ordinary Thais it's a 'self-sufficiency economy', in other words, they're on their own.
She's been on overstay since about 11 years before her husband died. So I don't really have any sympathy. Over many years, many of us go to lots of time, trouble and expense to keep our visas up to date, why couldn't she?

From a UK perspective, the one thing that will be putting people off is rules changes after travelling. This has already happened once with the UK for travelers to Spain. Thailand being harder and more expensive to return from in such circumstances.

I think a lot of expats in Thailand can't really afford to live there, especially if they get hit with a big medical bill or such like. I left Thailand 3 years ago after 20 years of living there, long before a lack of money could become an issue.

UAE - 9.7 million
Malta - 502,663
Thailand population = 69.63 million
That makes quite a difference.
