Help with Work Permit procedure
You can't move work permit from one company to another. But you can start applying for one before the previous one is returned. The resignation date can be in the future, and you could (at least in the past) move from one work permit to another without the need to leave the country, you would just need to start preparing new work permit early enough that you can just go back with cancellation form (you need to print 2 copies, one labour department keeps, the other is for you) as you'll need it to apply for new WP. You'd get 30 days WP if all paperwork is in order, and after that it gets extended to full year. At least it used to be doable. But it's new work permit, can't move the old one to new company. In between, once old one is cancelled you'd need to get 7 days extension on the day of resignation (your visa extension - unless you have 90 day multiple entry visa - expires on date of resignation) and ideally within that period get new work permit, and extend visa for a year again from there. Hope this helps, while waiting for someone who did it more recently.

About 4 am was the worst. Air cleaner in bedroom started sounding like plane taking off, and looking out the window it was just smog... couldn't see any lights beyond maybe 50-100m. I see clean air act is having an immediate effect...

Mine is valid another 3 years, so I haven't seen that sticker. But yes, when Citi got new CEO, her first announcement was to close down or sell most of their business. For Thailand, Citibank's operations were purchased by UOB which is using Citi's brand under license for 5 years, if I am not mistaken. All operations are already moved over to UOB, though, so if you call Citi phone support, it's covered by UOB agents. I must say that compared to HSBC/Krungsri version of the same thing some years back, this transition is a lot smoother. So far, anyway.

A while back I dealt with a guy who worked for a company that was dealing with the cash top-up machines. I was inquiring about why the new notes were not accepted, even they were out for a year already. His answer was that they could not take a risk to add them by themselves to the registry of notes in the machines, as if anything went wrong, they would be liable for the damages. So they were waiting for the software update from Bank of Thailand, as if they used official software, and anything went wrong, then the central bank would be responsible, not them. It seems whoever made those top-up machines did not have the wit of a professional company, and should, in my opinion, cover all the losses those "hosting" these machines suffer from, due to lack of diligence of the machine producer or distributor.

In my case, local police station doesn't have someone dealing with foreigners in all the time so I got her phone number and I could make appointment first, but if your police station is used to dealing with foreigners, they'll probably have someone on site all the time and no need to make appointment up-front. You'll need to bring your usual set - blue tabien baan, blue or white PR booklet and obviously the red alien registration to update. If you have it, bring pink ID as well. I brought passport, too, but it wasn't checked at all. It could differ at your police station. Police officer will write a new expiry date, you'll have a choice of 1 or 5 years, charge you that few hundred baht and hand-write update into the red book. Photocopies of your documents will also be made and you'll sign each of them. There is no form to fill. The whole process takes 15 minutes. If this is the first time you're doing it, go to information counter and show them what you wish to do. They'll let you know if you can do it immediately or need to wait for appropriate person to be in, which would mean later appointment. Not sure where you are, but if in Bangkok, I'd recommend Amarin Plaza Apple repair center, or Apple Store at Central World. Not terribly likely they would fix it there, most of their stuff was (at least used to) be sent to Singapore, but that might have changed by now. Amarin would often call you back a few days later and just give you a new one, if the old one was of perfect external shape (no dents, cracks, scratches, etc). I've only had battery replaced at Apple Store, and that was 3 hours wait to get it finished. In case of repair, all data will be gone, as wiping it would be part of the repair process, or if new one, obviously it won't have old data. If you're anywhere else, I've no idea. Yes, when buying a used car, you can google plate numbers for those cars that have never been in an accident, and if anything like this comes up, avoid them like plague. Seen some that looked amazing, claimed the same, but a search of plate number found a woman paralysed after a head-on collision with a pickup overtaking a truck and slamming into her. Photos showed that car was completely smashed up in the front but somehow "fixed" to look like new to the point guy who does inspections couldn't find anything wrong with it... I haven't been to Pattaya in a long while, but stayed there last weekend. And there's something I need to ask. There are a few chain restaurants at beach facing end of Royal Garden Plaza... and when looking at their menu prices, they are exactly 2x the price of identical restaurant prices in Bangkok. Quality of food was good, service actually better than Bangkok so I am not complaining. But... Not necessarily about money. They could have simply checked him before he reached immigration point to give heftier fines. Sadao border crossing with Malaysia used to do that back in the day. They put up a police checkpoint just before border crossing and check everyone's documents. Anyone found on overstay would be arrested there. They are HE machines and require detergent for HE machines, else they bubble too much and leave residue behind. My first such machine was over 15 years ago and I ruined it by using wrong detergent. It was forced on washing machine manufacturers by the EU directive, if I remember correctly.
