If your Embassy no longer issues a "Proof of Income" letter and if your pension is insufficient to cover the 40,000 baht a month requirement (I would suspect that would mean a lot of people), the way I read it is that the 40,000 baht a month (or possibly the difference between your pension and 40,000 baht - this is not clear) has to be paid into a Thai bank account.

Agreed! We are constantly being told by TAT/Government that they are trying to attract more tourists, but the average tourist will spend 3/4 weeks here per year. Even assuming spending a healthy 5,000 baht a day, and that the accommodation costs 1000 baht a day that comes to 150,000 baht (app) per tourist.
The average ex pat/retiree will spend (app) 10,000 baht per month on accommodation (inc utility bills) which totals 120,000 baht a year, and that is before spending any money on food and drink, so you see who they SHOULD be trying to attract!

90 day reporting, whilst a pain traveling over to the office, used to be a 2 minute max friendly experience. Last couple of time was 20-30 mins. All the officers seem to be wary of mistakes much more now.
Let's hope all the changes are positive anyway.
When I did my first 90 day report (a few years ago now!) the IO gave me a lollipop from a jar on her desk!

Indeed, from the post "Sanook reported that the police have evidence of multiple crimes committed by the suspect", so it appears that he is not "of previous good character"
However, as stated in previous posts, guilty until proven innocent seems to be the norm here.

And actually my post was all my own work - any reference to her prospects of getting a job or going to Uni was in Canada - not if she had got an education and seeking employment in Saudi!
