    Ignorant comment. Not only backpackers enjoy weed. It's way more civilised than alcohol or meth.

    Notwithstanding the comments by JustAnotherHun this is a move in the right direction. It introduces a degree of control, at least, over a substance which has hitherto been in the hands of gangs/ criminals.

    Simple short term solution, start medication without delay. Longer term societal issues more complicated.
