  3. I can see the IO's point, your work permit is issued in Pathum Thani as your work is in Pathum Thani. Your extension is in effect based on your work (salary), and that is wholly based in a different province. Where is your TM30 filed?

  10. Sadly you have quoted a private website made by somebody else who does not know the rules and law. "THEY might hire you but IMMIGRATION will arrest you, deport you and blacklist you for working without a permit.", they will indeed, but to get a work permit to work at those places does not require a degree. Only places that come under OBEC (if you don't know what that is, better you don't post again), require a degree.
