Whatever! OP also be aware that your first extension will have to be for same reason as the issuance of the visa -
"An embassy is the base for a country's diplomatic mission abroad – meaning all of the political, cultural and social relationships between the states. " True the consular section is there to help out people if possible in an emergency, sorry, but running out of pages in your passport is not an emergency.

Grandfathering did not require any amount of previous extensions, all that mattered was your age and extension status on 21 October 1998 (both age and financials changed that day) -

Actually it is MORE time without your passport, the consulate keeps your passport to issue the visa, immigration does not -

You get an extension up to a year OR for the validity of the passport (if it's less than a year) When you get a new passport they will transfer the extension stamps to it BUT they will not give you the time you lost because you're the one that applied with a passport valid less than a year You now have a new expiration date for your extension (which as you say is May) and that will be your yearly extension renewal date from now on."
