This references cannabis extracts. Cannabis flower is legal. We only talk about legal Cannabis flower, so no clue what you're on about here? This article is out of date, and flawed. Recreational use is NOT ILLEGAL (today). This article is also flawed and out of date. That's the problem with thinking articles contain facts, or are up to date. Cannabis is not out of hand. Now all that said, the next government appears committed to recriminalizing Cannabis, or at the very least strictly controlling it as a medical solution only.

That 23 point MoU is all fluff, they won't get any of those done. I believe in aspirations, but not unicorns. "Doomed" is my projection of their future lack of success. And it's not hostility. I respect/support their positions, and the all of Thais who voted for them. I just feel disappointed that they caved so quickly. They will not get any LM reforms, or Military reforms. Ever. I get that people are saying "be patient", but I fear the best time to move quickly is now. Waiting only serves the powers that be. I hope I am wrong. -

Hmm. Must be those dark glasses. He should just hang out at his Davis Hotel and enjoy his sunset years. He's embarassing himself and his family with this endless faux anti-cannabis crusade, which is really just an extension of his decades long personal feud with the Chidchob clan. It is sad that MoveForward deceived voters by claiming to be in favor of reforms on the Institution. Many of their supporters were drawn to the party for this stance. I suspect MVF leaders knew ahead of time they wouldn't get past week 2 with this on the agenda. Breaking this sort of trust with the public is almost worse than promising thousands of baht in welfare payments, and then not fulfilling the promise. Their MOU (as leaked, it could be fake) is a useless piece of trash. Their ability to govern is doomed. Even if they form a governemnt they will accomplish little. It was a good ride for 8 days, but everyone woke up today to the reality which is Thailand's inability to progress, and ease with which they regress. -
Anutin/MoPH initiated changes via edict/letter, initially removing Cannabis from the Narcotics list, meaning that it was no longer ILLEGAL to grow, sell, possess, consume Cannabis FLower, which became a Controlled Herb. Late Friday, 11 November 2022 the MoPH (Anutin) replaced existing regulations (not laws) issued on/shortly after initial decriminalization on 9 June 2022. I have not seen these documents, written in Thai obviously, nor do I understand the mechanisms within the Thai bureaucracy which facilitate such changes. I can only comment on things reported in the local Thai and English press. Sales limited to 20 YO or older Pregnant women cannot consume Smoking in public where it causes a nuisance is prohibited Individual growers must register to grow. Plook Ganja Businesses must register, and be licensed, to grow. Businesses must be licensed to sell. No online sales/advertising, no vending machine sales. Upon siginifcant modifcaiton, the bill was pulled from a second reading perhaps because it would not have passed, or a lack of a quorum.

Incorrect. License required to grow and/or sell. Nothing related to cannabis is "out of hand". This is the common refrain of the uninformed, and hysterical, anti-cannabis brigade. Could things be better? Yes, of course. It's been almost one year since it became legal (9 June 2022). The market, such as it is and will be, will require at least five years to "normalize". Methamphetamine (manufacture, distribution, low price, use and abuse) is out of hand.

Who cares how many cannabis shops there are, or why people feel the need to open one? This boom/bust retail phenomenon is just normal here. How many nail salons, hair salons, massage joints, conveninece stores...are really needed? These storefronts would probably be vacant otherwise. Occupied shophouses are always better than vacant ones. If Cannabis remains legal for personal use, additional controls will limit purchase to a physical retail store, and online advertising, sales and fulfillment will be illegal (they already are, but other than the agregators, this is not really enforced).

That MOU list is a JOKE, and not even a funny one. All "action" verbs and zero meat. I mean a typical M2 class could do a better job. Maybe they're all still inebriated, but not driving hopefully? The main platform item for MoveForward is noticeably absent, and the rest reads like some sloppily assembled Powerpoint and the end of a typical day of Thai "coprorate brainstorming". Cannabis flower is already a controlled herb. "Re-listing" sounds like it they want to put it back on the Narcotics list? Or maybe they want to make it medical only? Or just more tightly control it. Cannabis sales are restricted to 20 years old and above. No cannabis shop is going to sell to school children. If it is decided that there should be some rule on sales hours, there isn't currently for cannabis, and some shops were even touting sales during the election Sundays, then issue a new regulation (won't happen as Anutin is a caretaker Minister). A new Minister could do this quickly. And if it is decided that there should be some rule on proximity to schools, then such a regulation could also be issued by a new MoPH Minister. And no licenses should be issued to premises within this area. The Police could enforce this. AFAIK, I follow ~ 45 shops on LINE, and most open in the late afternoon, but do fulfill online orders 7/24/365.

Well they'll also have to "back" his legislative agenda. They won't, obviously, so it's all moot. Current Senators have their term end in 2024. I honestly do not know what happens then? A new five year term could be implemented by Royal Decree? Or will someone appoint new Senators,or will there be an election? I think appointment or election erquires a change to the Constitution. -
For alcohol I think it was 300 meters, but that may have been revised to the vague term "close to" which allows for some flexibility. MoE issued a decree that schools must be cannabis-free zones. I don't think there are any speciifc regulations currently which define exact proximity. DTAM controls license issuance in Bangkok. Chuwit should be holding his presser at their HQ.

When there are weekly busts in Thailand for tens and hundreds of kilograms of ya ice. Get a grip and focus on the bigger problem, massive, over-supply with Thailand facilitating trans-shipment, and local use and abuse. Thai police arrest 4, seize 3 million meth pills, about 300kg of ‘ice’ in 2 operations Piya told the press that two suspects were arrested in Lampang’s Mae Phrik district at 6.50am on March 2. I assume this shop has a valid license to sell cannabis. So who, and in which government organization, approved this license? Proximity to schools should be (is already?) a criteria for issuing a license, just as it is for alcohol. I'm assuming the forty-three 7/11's near this school do not sell alcohol? RTN Sub-Mariners led the 1951 Manhattan Rebellion (~ year six of the reign of Rama IX), and after that coup was put down the RTN was shunted aside, and their power severely limted. This lead to the RTA ascending to the top of the Military heap. All four existing (Japanese made) submarines were decommissoned, and the submarine corps disbanded. And it was generally accepted that there would no submarines during the reign of Rama IX. There weren't. Shortly after his passing the RTN started agitating for subs.

Yes, these 'manifesto' like posts always elicit a standard response in me: "Sir, this is a Wendys". Your expectations and requirements are totally reasonable, to the point of common sense, so writing about them seems useless, other than to satisfy your need to express your "dissatisfaction". Offering detailed solutions, other than would go a long way. Now, you've done that subsequently with your 4 bullet points above. Other than No. 1, the others would require cat-herding expertise.

BTW, is this from an article you've penned and published elsewhere? Maybe a letter to the editor? The first draft of the Cannabis Control Act (CCA), read in Parliament last year, and which passed easily after the first reading, called for the establishment of a Cannabis Control Board. Its 25 members, representing the relevant government entities (and the public by extension), would establish and oversee all matter related to cannabis. This would have led to a more highly regulated environment, which might yield results you propose/expect. The whole craft beer experiment (as a result of recent and pending liberalization) faces similar expectations and challenges. However given the production and distribution nuances of this market, it is inherently more self-regulating.
