It would improve because drugs would be available at much lower prices so theft to pay for drugs would be reduced if not completely eliminated. Of course support systems need to be put in place for addicts along with employment programs. You say the community has the right to be protected which is obviously true but fail to identify that's it's those in charge of this protection that's allowing and participating in the criminal activity bringing the drugs into the country. -

Legalize all drugs then there wouldn't be any victims of drug related crimes. Sadly this will never happen as the corrupt army and BIB generals would lose one very, very big income stream.
