Can I do my 90-day report at Chamchuri?
Very true. OP, here is link for appointment. https://bangkok.immigration.go.th/en/onlineservice-and-publicguide/ Make sure you do hard copy of your appointment. Take your filled out TM47 form and printed appointment to far right que at CW. You will be seen straight away. Without appointment it's horrible.

Non-Immigrant O (Spouse/Dependent)
Lost track of what you required. If it's open bank account using agent in Pattaya it's 4500-5k

I misunderstood your post. You stated....."Chamchuri" You need to apply for 90 day report in person at CW

Can I do my 90-day report at Chamchuri?
If you want to do your 90 report at Jomitien then you need change of address (TM30)

Border bounce at Nakhon Phanom - Thakhek
Should not be required. Assume you are doing the trip alone. Take some extra cash in case you get a squeeze for one night stay.

DTV visa extension
The "soft power" options are a joke. I can deal with the online remote work. Not so much 5 yr visa to lean to make Pad Thai or mess around in a gym. Will be interesting to see how agents in Thailand assisting with DTV in places such a as Savannakhet will change when eVisa starts 2025

MY old US passport is not stamped CANCELLED
Not directly answering you question however I recently renewed my Australian pp. The online process does not require the old passport to be included with application. My old pp is unmarked. When I subsequently attended CW for transfer of stamps, there was zero issue with this. A stamp was placed in old pp with notation of new pp # etc.

How to submit a TM30 to the Immigration Office when staying in a Thai friend's.
Yes just both passports to airport. Land borders not so simple. If exit via land border best to transfer at CW.

Here is thread. The OP also entered visa exempt. Just take both pp to airport on departure. BTW: I live in Thailand on extensions and recently renewed pp and attended CW for transfer of stamps. I did not have a TM30 https://aseannow.com/topic/1329985-new-passport-how-to-leave-thailand/

Update to my Rant earlier today
Was just chatting with dude called Mr Google.....he stated... "Consular officials can witness Australian statutory declarations overseas. We deliver this service through our embassies and consulates overseas. Note that Australian statutory declarations are for use only in Australia."

Assume you will enter Thailand visa exempt. What business (if any) would you be having with immigration..

border run agency
Sounds good. You will also be doing the 12 month extension at Ratchaburi since you are obtaining the Non O there.

TM 30, or not TM 30, that is the question.
Was not previously required since June 2020. Now since trying to marry online reporting with TM30 things have changed. You have good summary above of the current situation. Personally I don't bother with it. I travel fair bit so actually don't need to TM47 often and when I do I use mail option. Recently did a 90 report in person (Nov 5) since I was at CW for annual extension. I didn't give the io a TM30 for the 90 report. Nor a previous TM47 receipt for most recent report. OP, perhaps Jomitien is convenient for you. I would never make trip to CW just to do a 90 report.

border run agency
Congrats on the successful bounce. Did you use agent minivan. Cost ? Which border The extensions are done at immigration office where you have your address (TM30) Keep in mind you at some point need to obtain a Non O marriage. Also be aware that the office where you obtain the non O is same office that you obtain the 12 month extension. If you plan to obtain 30 day extension to the 60 day stamp you just obtained in ADDITION to the 60 day extension "to visit wife" you do the 30 extension first. Also run your plan past immigration office to obtain that office attitude to that. To obtain the non O in addition to the required docs you will use a TM87 form. The non O is 2000b and 12 month extension is 1900b For ongoing extensions you are not required to obtain another Non O This thread explains the process https://aseannow.com/topic/1325266-change-from-visa-exempt-to-non-o/

ALL consulates in S/E Asia switch to online eVisa system effective Jan 1st 2025
I don't see it that way. There has always been an issue with back to back visa exempt entries via air with extensive history. Until recently there was limit of 2 entries via land per calendar year. That was changed and that 2 per year removed. Personally think the term "Unlimited Entries" via land borders was misleading. The eVisa to commence in 2025 in the countries mentioned in the OP is in the main is for expats looking for ongoing living in Thailand on extensions from a non O retirement or marriage. If multi entry non O marriage is taken off the menu then those looking for that visa would just obtain the non O in Thailand. For those prepared to just do ongoing border bounce for visa exempt entry that may work. Just don't even consider taking a weekend away from Thailand via air..

Something new in non-o (upon marriage) requirements for extension
Your point? The OP is married to a Thai national and living in Thailand on extensions. Easy requirements. Even less documents for extensions retirement. Granted immigration sometimes requests something different from previous applications

Non-Immigrant O (Spouse/Dependent)
So how much did agent charge?5k. Assume Bangkok Bank. Most of cost goes to insurance policy.
