As for the other part of your question immigration needs to do nothing when you depart without reentry permit. Your permission of stay is gone when you are stamped out (without reentry permit) and yes you could return visa exempt and start over ....obtaining new non O retirement and subsequent extension. Crazy thread really. Simply don't forget or alternatively obtain reentry permit at immigration.

To avoid trip to CW you could consider online report 15 days prior to due date and if not approved within couple of days use mail option. If you use a B4 envelope for return post CW include all the photocopies along with TM7 form for next report. If online is subsequently approved that is not an issue. They will still return post your mail report with notation that it was already approved.

Reports from various offices accepting application couple week prior to the 30/45 by showing flight out of Thailand and explaining reasons. Personally I would throw out the sick relative card.

OP, will you be free re-entering with a tourist exempt stamp or new visa if YES then you need to do a TM30. If you reenter on existing visa with a reentry permit or existing visa then NO.
