This seems to be standard practice in Thailand, as when roads are built or widened the power poles are left in place until the road is finished, then moved months later. Planning/building permission should not be given until such are moved, The problem lays with the local govt. for not going to the site BEFORE building permission and just granting permission on paper with no pre-inspection on site.

We can only hope that all the aid/money reaches the refuges, and officials don't charge them for food or skim off whatever they can. But.

No the worst that can happen is that driving uninsured aka no licence you could end up paying someone's huge hospital bill if involved in an accident, paying out millions of baht. Your wife can not insist you drive her car as there are separate licences for cars and M/C in Thailand you need both.
