He's not "a kid", he's a middle-aged man and Interpol Notices are nothng more than that, Notices, no one is compelled to make an arrest and extradite for, in this case, a traffic offence, albeit a serious one.
That's been done already. A Notice does not mandate that an arrest is made, it is just an advice to member police forces that he is wanted in Thailand. If the country in which he is specifically located does not want to arrest him, they do not have to.

They can track him and know his whereabouts but if a police force outside Thailand will not arrest him, for what is a traffic offence, there is nothing that the RTP can do. A Red notice is nothing more than an advisory notice.
