I suspect, certainly in the West, that there is a duty of care. This doesn't mean there has to be specific legislation in place for a myriad of dangers that might present themselves to the general public. If it could be shown in someway the dogs presented a possible danger then the owners would have a duty of care to warn people, secure the dogs etc....as in the case of say guard dogs.
