Of course the Monarch must invite whoever the Ruling Government of the day "asks" to be invited. In basic practical terms he could NOT initiate State visit as the TOTAL bill for the visit is paid for by the Government!   7. The King did indeed "invite" Trump but it was at Starmer's request. The Monarch does not initiate State visits. It is the Government of the day that requests the Monarch to so do.
