UN Independent International Commission of Inquiry: A September 2025 report from this commission concluded that Israel has committed and continues to commit the act of genocide against Palestinians in the Gaza Strip, identifying four of the five genocidal acts defined under the 1948 Genocide Convention.
Amnesty International: In December 2024, Amnesty International formally declared that there is sufficient evidence to believe Israel's conduct in Gaza amounts to genocide.
Human Rights Watch (HRW): HRW has referenced Israel's actions as the "crime against humanity of extermination" and as genocidal acts.
UN Special Rapporteurs and independent experts: Several independent UN experts and special rapporteurs, including Francesca Albanese, Michael Fakhri, and Balakrishnan Rajagopal, have individually stated their conviction that Israel's actions constitute genocide.
International Court of Justice (ICJ): While the ICJ has not issued a final ruling on whether genocide is occurring, it determined in January 2024 that there was a "plausible risk" of genocide and ordered Israel to take provisional measures to prevent genocidal acts.
International Association of Genocide Scholars (IAGS): The IAGS passed a resolution stating that Israel's "policies and actions in Gaza meet the legal definition of genocide".
Médecins Sans Frontières (MSF): The aid group has stated clearly that "Israel is committing genocide against Palestinians in Gaza".
Israeli & Palestinian Human Rights Groups
B'Tselem: One of Israel's leading human rights organizations, B'Tselem released a report in July 2025 titled "Our Genocide," which concluded that Israel is committing genocide against Palestinians in Gaza.
Physicians for Human Rights - Israel (PHRI): PHRI released a simultaneous report and legal-medical analysis, concluding that Israel's actions meet the criteria for genocide by systematically destroying the healthcare system and harming the population.
Palestinian Centre for Human Rights (PCHR), Al-Haq, and Al-Mezan: These Palestinian human rights groups raised the alarm over the "clear risk of genocide" early in the conflict and have since presented further evidence of genocide.
