As your source indicates there never was a Palestinian state. The Arabs were Arabs. There wasn't a distinction between Arabs living in Jordan and Arabs living in Jaffa. Before the partition there were Arabs and Jews in the land that is now the sovereign nation state of Israel. Palestinians as an identity group was created by Yasser Arafat after the partition. There was the British Mandate of Palestine in which Jews were as "Palestinian" and everyone else.
