Others may read it differently, but what I gleaned was: He did cross at the light or at least near the light. He was on the median and at the time he stepped down the light was red. But it was a very stale red. So soon after he stepped down the light turned green and the rest is tragic history. If my reading is true or close to true, it brings up something for others to consider. When crossing busy roads and you see the light is red if you don't see a time counter, do you just hope it's a fresh red and risk crossing on a stale red.
