My transfers to k bank also show as local, but when I get a statement they are international. You'll need to get a statement I'm sure, not just your bank book.

All the banks publish their current rates on their websites. Easy enough to look up a few banks to see if one is better than another.

I can't imagine any advantage to try and do anything at immigration before leaving. If he's worried they wont let him leave then equally they wont want to transfer anything. If it's only the chip that is damaged (front cover or back, can't recall) but the photo page (that is the thing that is "machine readable") is intact then I don't see a problem leaving, and certainly not arriving in the UK. If he's intending to go elsewhere then a new passport might be a good idea, but even then the application process for a damaged passport is not necessarily the same as for a well kept one.

The basic answer to the question is YES. You can enter visa exempt or tourist and convert to a non-O in country then extend . Or enter non-O and extend. If you have the cash (in a Thai bank account) ought to be relatively easy, if not that's a hurdle relatively easy to overcome.
